WILLIAMSBURG — Negotiations for a new contract concerning the joint Williamsburg-James City County (WJCC) Schools system are expected to conclude by Labor Day. This development follows the expiration of the existing contract, which has been inactive for nearly 10 months since the city initiated new discussions in October 2023.

The urgency for a new contract arose following a feasibility study initiated by the Williamsburg City Council in June 2023. The study aimed to examine the viability of establishing an independent school system. In response to the findings of the study, James City County decided to terminate the longstanding joint contract that had been in effect since 1955.

The feasibility study highlighted several concerns, including potential disruptions affecting thousands of students and additional costs for taxpayers in the city should the schools split. City officials voiced their preference to continue with the joint school system rather than pursue independence.

Current negotiations are being conducted by a working group established to represent both localities and the school board. Recently, a closed meeting took place among the county’s Board of Supervisors and the school board’s representatives to address key issues related to the contract. The objective of this meeting was to enhance communication and collaboration among those involved. However, it remains uncertain why representatives from the city were not in attendance.

Following the closed session, school board Chair Sarah Ortego described the discussions as “productive.” Jim Icenhour, the chair of the Board of Supervisors, acknowledged the complexity of negotiations, which stem from the distinct financial responsibilities required of both parties.

The WJCC Schools division serves approximately 11,000 students, with 10,000 hailing from James City County and 1,000 from Williamsburg. If a separation were to occur, significant logistical changes would be necessary, potentially impacting over 600 students through staffing realignments and school reassignments. In the event of a divided system, schools designated for Williamsburg would include Matthew Whaley, Berkeley Middle, and James Blair High School.

Another matter raised during negotiations pertains to the performance disparities between students from the city and county. For any new contract to take effect, both Williamsburg and James City County must reach an agreement on funding formulas and the distribution of operational costs.

Mayor Doug Pons underscored the collaborative approach taken during discussions, emphasizing the focus on achieving positive outcomes for students, educators, and staff alike. There is a strong consensus on the need for a modernized contract designed to improve educational opportunities while retaining the advantages of a unified school system.

The ongoing contract negotiations are seen as crucial for addressing long-standing issues within the school division.
