The physical guest passes can be obtained at the Finance window in the Municipal Building or by calling 757-220-6180. In contrast, neighborhood parking permits for residents must still be purchased and managed digitally.

The city has implemented this dual system in response to feedback gathered during regular meetings regarding the new parking system, powered by Passport Inc., which was launched in August. City Manager Andrew O. Trivette noted that the necessity for physical guest passes among residents had been underestimated, prompting the city’s decision to provide this option.

Mayor Douglas G. Pons acknowledged the ongoing parking challenges faced by localities that strive to maintain a high quality of life for their residents. In establishing this new system, the city is ensuring flexibility for those who may prefer traditional physical hang tags while it continues to evaluate the efficiency of its digital system.
