The first phase of the development will feature a 750,000 square foot advanced manufacturing plant, as well as a 660-foot Vertical Continuous Vulcanization (VCV) tower, which will stand as the tallest structure in Virginia, and within the range from Philadelphia to Charlotte. Additionally, there will be a dedicated pier for the production, handling, and global delivery of high-voltage direct current (HVDC) submarine cables.

With plans to enhance production capabilities for offshore wind energy and modern energy infrastructure, the initial phase of the facility is expected to be completed by the third quarter of 2027, with full operations anticipated by the first quarter of 2028.
