The first phase of the development will feature a 750,000 square foot advanced manufacturing plant, as well as a 660-foot Vertical Continuous Vulcanization (VCV) tower, which will stand as the tallest structure in Virginia, and within the range from Philadelphia to Charlotte. Additionally, there will be a dedicated pier for the production, handling, and global delivery of high-voltage direct current (HVDC) submarine cables.

With plans to enhance production capabilities for offshore wind energy and modern energy infrastructure, the initial phase of the facility is expected to be completed by the third quarter of 2027, with full operations anticipated by the first quarter of 2028. Future phases of the project will provide opportunities for additional production capacity and advanced technological capabilities, responding to the increasing global demand for sustainable energy solutions.

Executives highlighted the importance of the new facility, with LS Cable & System’s President & CEO noting that it aligns with the company’s vision for global energy infrastructure. Officials also emphasized that this facility marks the beginning of a long-term investment focused on innovation and sustainability in the energy sector.

Virginia Governor highlighted the facility as a pivotal moment for innovation and job creation in the state. Chesapeake City Mayor underscored the project’s importance for the region in meeting clean energy goals. U.S. Senators and a local representative expressed their support, recognizing the project’s expected positive impact on the local economy and its commitment to clean energy initiatives.

The site for the facility, which encompasses 96.6 acres, was previously known as The Chesapeake Deep Water Terminal and was acquired on March 25, 2025. This strategic location enhances the project’s logistical capabilities and reinforces its role in contributing to the local workforce and clean energy ambitions.
