City officials, led by Planning Director Tevya Griffin, hosted an initial public information session on August 28, which attracted over 40 attendees interested in discussing the program’s potential benefits and implications. Participants expressed concerns regarding the current quality of student housing, the financial impacts of mandatory inspections on landlords, and the university’s role in the overall certification process.

Under the proposed guidelines, the program will help create a certified list of rental homes, holding landlords accountable for meeting specified qualifications and fair leasing practices. One of the primary stipulations is that landlords must pass inspections within three months of occupancy to ensure the absence of lead or asbestos hazards and to maintain safe living conditions.

Furthermore, if adopted, landlords will be required to provide at least two amenities, which may include utilities or trash disposal services, as a condition of certification. Both students and landlords will have the opportunity to participate in a Rent Ready Academy covering essential topics such as responsible renting and navigating neighborhood dynamics, although attendance for owner-occupants will be optional.

Two additional public information sessions are scheduled in September. The next session will occur on September 18 at 6:30 p.m. at the Sadler Center on the William & Mary campus, followed by another on September 30 at 6 p.m. at the Stryker Center. Residents are encouraged to attend these sessions to learn more about the program and contribute their feedback.

Williamsburg’s effort has garnered endorsements from both the city and William & Mary, though students are not mandated to participate. This voluntary approach aims to create a culture of accountability and responsibility among renters and landlords, fostering positive interactions between both parties.

In comparison, a similar Rent Ready program already exists in Norfolk for Navy sailors, highlighting the relevance and potential effectiveness of such initiatives in promoting safe rental housing.
