Since its inception, the city has been working toward implementing the program, which is set to take place in November or December pending approval from the Williamsburg City Council.
The main goal of the proposed program is to establish a roster of well-vetted single-family homes that adhere to fair leasing practices and specific qualifications. To participate in the program, landlords must meet around twelve requirements, which include passing mandated inspections and ensuring that their properties are free from lead or asbestos hazards within three months of a new tenant’s occupancy. Additionally, landlords need to offer at least two essential amenities for their renters, such as utility services and trash collection.
The program also emphasizes education, requiring both students and landlords to attend a course called the Rent Ready Academy. This course aims to equip participants with knowledge on responsible renting, understanding neighborhood dynamics, and subleasing. However, owner-occupant property owners can choose whether or not to enroll in the academy.
Both the city and the College of William & Mary have expressed their support for the Rent Ready initiative, promoting its benefits to students and their families. While program enrollment is optional for students, those who choose to participate can expect to find improved safety and habitability within their rental homes, bolstering the quality of interactions between renters and landlords.
A similar Rent Ready program is currently operational in Norfolk, where the Navy utilizes it for its sailors, showcasing the potential benefits of such initiatives.
