The moratorium will prevent new applications from homeowners hoping to rent their homes to four unrelated individuals; however, previously approved rentals will remain unaffected. The original allowance for the four-person rule was enacted under certain stipulations despite state guidelines capping unrelated residents at three. The proposal for this moratorium emerged from discussions during a Neighborhood Balance Committee meeting that took place in July 2025.

Supporters of the moratorium argue that the transient nature of student populations detracts from neighborhood cohesion. Concerns have been raised about increased issues such as litter, noise, and traffic-related disturbances due to higher occupancy rates in residential areas. The Planning Commission initially rejected the moratorium proposal with a 3-2 vote, but the City Council pursued it further to evaluate potential impacts from new apartment developments and reinforce landlord accountability.

Data suggests that only an estimated six new houses would be affected by the moratorium each year, with the current law allowing 38 homes within Williamsburg to accommodate four unrelated individuals, a rule established in 2010.
