The bridge rehabilitation work is part of the Hampton Roads Express Lanes (HREL) Newport News Segment, which spans approximately 11.5 miles from just east of LaSalle Avenue in Hampton to west of Denbigh Boulevard in Newport News. By converting existing high-occupancy vehicle (HOV) lanes into Express Lanes, this project aims to create a continuous network of 45 miles of high-occupancy toll (HOT) Express Lanes, extending from Newport News to Chesapeake upon completion.

Additional lane closures are expected in the near future for bridge rehabilitation at two critical overpasses: J. Clyde Morris Boulevard and Hampton Roads Center Parkway. Lane reductions at J. Clyde Morris Boulevard may commence as early as May 5, while closures at Hampton Roads Center Parkway are projected to start on May 11. These phased lane closures will affect both directions of I-64 between exits 258 and 261 and will involve ongoing construction work through early 2026, with possible delays due to inclement weather.
