Newport News – A 32-year-old man, Kemp Jermaine Nelson, has been arrested and charged in connection with producing child sexual abuse material involving a minor following an investigation initiated in January 2024. The investigation began when a minor reportedly ran away from her home with Nelson, leading to serious allegations against him.
According to court documents, Nelson is accused of knowingly producing child sexual abuse material with the minor. The case progressed after a witness contacted the FBI on June 21, 2024, claiming to have seen a video on X (formerly Twitter) in which Nelson and the minor were engaged in sexual acts in a bathroom located in Newport News.
Two days later, on June 23, 2024, Nelson contacted FBI agents from New Jersey, during which he claimed he was helping the minor and stated that she had told him she was homeless. He further asserted his belief that the victim was an adult, attempting to distance himself from the escalating accusations.
Following this call, law enforcement conducted a search warrant on July 17, 2024, targeting a black “Cloud Mobile” cell phone associated with the victim. This search uncovered several text conversations that notably indicated the victim’s age. In one such exchange, the victim asked for assistance in modifying official documents to falsely represent her as an adult.
Authorities located the minor, who was now in New Jersey, on August 13, 2024. During a forensic interview, she disclosed that a third party, identified as Yohaunce Avant, had solicited her to engage in sexual acts with Nelson in exchange for money. Investigation findings revealed monetary transactions between Avant and the victim occurring from February 19, 2024, to March 27, 2024, further implicating multiple individuals in this criminal activity.
After significant evidence was collected, agents executed a search warrant at Nelson’s Newport News residence on September 17, 2025. During this operation, Nelson confessed to producing video content depicting the sexual acts and was arrested shortly thereafter. He is currently facing charges for the production of child pornography.
The alarming circumstances surrounding this case raise serious concerns regarding child safety and the exploitation of minors. Official statements emphasize the importance of collaboration between citizens and law enforcement in reporting such disturbing incidents to protect vulnerable individuals from harm.
Authorities continue to investigate the details surrounding Nelson’s case and the role of other individuals involved. The Newport News Police Department and federal agencies are focused on ensuring that such offenses are rigorously prosecuted and that justice is served for the victims.
