The landowners, W.B. and Nell Owen, have requested mixed-use zoning that would allow both residential and commercial structures on the site.

The public hearing will take place during a meeting scheduled for 6:30 p.m., as detailed in a public notice published in the Times on July 9. The proposed site is situated at the southeast corner of Carrollton Boulevard and Cedar Grove Road, positioned just under a mile east of the Carrollton Volunteer Fire Department and approximately a mile inland from the Isle of Wight side of Chuckatuck Creek, which marks the border with Suffolk.

Details of the Proposed Development

The Kemp’s Village proposal includes a 2.7-acre commercial development that would front Carrollton Boulevard. The residential units are designed to range in size from 1,800 to 3,600 square feet, with anticipated pricing between $389,000 and $649,000. A homeowners association will manage the condominium units. It is projected that the development will result in an enrollment increase of approximately 13 students across four local schools: Carrollton Elementary, Westside Elementary, Smithfield Middle School, and Smithfield High School.

Impact on Local Schools and Infrastructure

Current data indicates that, with the inclusion of this development, all schools except Smithfield High School would be operating above capacity. This concern is amplified by the presence of 15 existing and proposed developments in the northern end of the county, which are already fully occupied. As a result, Isle of Wight County Schools is gathering updated enrollment projections due to some proposed developments witnessing a density reduction.

According to the community impact statement, no capital improvements are currently planned in the County’s FY 2024-33 Capital Improvements Program to address the anticipated growth in this area. Additionally, a 2016 state law restricts localities from demanding “unreasonable” proffers from developers.

Traffic and Access Considerations

Kemp’s Village is planned to feature two access points from Carrollton Boulevard and Cedar Grove Road. A traffic study reveals that the development will generate an estimated 330 daily residential vehicle trips along with around 3,496 vehicle trips associated with the commercial component. If entirely routed through Carrollton Boulevard, the project could contribute to a 25% increase in traffic compared to the 15,000 average daily trips recorded in 2022.

Ongoing Development in the Area

If approved, Kemp’s Village will complement other ongoing development projects along Carrollton Boulevard. These include the approved but not yet started 63-home Archer’s Meade, the 340-home age-restricted South Harbor development currently under progress, and the Crossings at Bartlett Station, which has been approved for up to 240 condominium units and 52 detached homes. Additionally, a proposed development for 147 homes, known as Bridge Point Commons, is set adjacent to the Ashby subdivision and Carrollton Volunteer Fire Department. It is noteworthy that the Bridge Point development plans involve a significantly reduced number of homes and commercial space compared to earlier proposals sanctioned way back in 2008.

As the public hearing approaches, residents and stakeholders will have the opportunity to voice their opinions and concerns regarding the future of this development, as well as the larger trends in growth and infrastructure within Isle of Wight County.
