Maryland Falls Behind Virginia in American Legion Bridge Revitalization

Traffic congestion at American Legion Bridge

News Summary

Maryland is struggling to catch up with Virginia’s progress on the American Legion Bridge revitalization, which aims to improve regional transportation infrastructure. Despite plans announced by Governor Wes Moore, Maryland has not secured federal funding or begun construction. Critics argue for urgent action to address the pressing needs of commuters, while Virginia advances with its Express Lanes expansion. Over 25 years of concerns about connectivity in the corridor highlights the historical complexities influencing current infrastructure management.

Maryland is lagging behind Virginia in its efforts to revitalize the American Legion Bridge, highlighting a growing concern over regional transportation infrastructure. While Virginia plans to open the 495 NEXT extension of the Beltway Express Lanes from the Dulles Toll Road area to the George Washington Parkway by the end of 2023, Maryland has yet to implement a similar initiative on its side of the Capital Beltway.

The 495 NEXT extension will enable northbound drivers to cross the American Legion Bridge into Maryland. However, despite previous plans from multiple governors, Maryland’s side remains stagnant. In August 2023, Maryland’s Democratic Governor Wes Moore announced plans to reconstruct the bridge and add managed lanes akin to Virginia’s express lanes on portions of the Beltway and Interstate 270. This project is estimated to cost $4 billion, primarily funded through federal grants.

More than two years after the announcement, the Maryland Department of Transportation (MDOT) has not secured any federal grants for the project, and construction has yet to commence. MDOT has stated that budget allocations exist for preliminary investigations and studies related to the American Legion Bridge before its expected end of lifespan in 2030.

The lack of progress contrasts sharply with the previous proposals put forth by former Republican Governor Larry Hogan, who suggested a joint venture with Transurban for funding to replace the American Legion Bridge and implement Express Lanes on the Beltway and I-270. However, this plan was not supported by Governor Moore.

Criticism and Urgency for Action

Transportation advocate Ken Reid has expressed dismay at Maryland’s reliance on transit solutions rather than prioritizing improvements to road infrastructure. He noted that the new Express Lane extension in Virginia offers limited relief for Maryland commuters. Montgomery County Councilmember Andrew Friedson has also emphasized the necessity of constructing a new American Legion Bridge to meet regional transportation demands and ensure economic stability, calling for collaboration with the state.

Virginia’s Plans and Challenges

Virginia’s Express Lanes allow buses to use them for free, along with vehicles carrying three or more passengers. However, the system has faced criticism due to high tolls that fluctuate based on traffic demand. Virginia is also pursuing an expansion of Express Lanes from Springfield into parts of Prince George’s County, although this initiative recently hit some setbacks.

Recent discussions among Virginia leaders have reflected frustration with Maryland’s slow approach concerning the American Legion Bridge. They believe this situation poses risks related to safety and traffic congestion. In an effort to improve transit across the bridge, Fairfax County officials have enacted an express bus service while stressing the necessity of express lanes to avoid traffic delays for buses.

Long-Standing Concerns

The need for improved connectivity in the corridor has been acknowledged for over 25 years, a concern highlighted in various transportation studies. The American Legion Bridge, operated by the Maryland State Highway Administration, reflects the historical complexities of state boundaries influencing present-day infrastructure management.

As Maryland grapples with increasing pressures to modernize its transportation features, the contrast with Virginia’s proactive developments raises questions about future regional traffic dynamics and the incoming challenges faced by commuters crossing the American Legion Bridge.
