Outreach team members assisting unhoused individuals in Williamsburg

News Summary

Williamsburg has initiated the HOPE Team Pilot Program aimed at supporting unhoused individuals by connecting them with vital services such as housing and mental health support. Since its launch, the program has successfully engaged many individuals, helping some find stable housing. The outreach team comprises personnel from various community sectors and seeks to enhance support for those facing homelessness, with potential evaluations planned for the future.

Williamsburg has launched the HOPE Team Pilot Program to address the growing issue of unhoused individuals in the city. This program, which stands for Houseless Outreach Partnership Engagement, aims to provide essential support and connect unhoused individuals with critical services, including housing, mental health support, and benefits enrollment.

The outreach team consists of personnel from the City’s Department of Human Services, Colonial Behavioral Health, and the Williamsburg Police Department. Their primary focus is to engage with people living without stable housing by visiting specific areas known to be frequented by these individuals.

Since its official start in May 2025, the HOPE Team has made significant strides. They have engaged with a total of 42 individuals, resulting in 7 of them being placed in housing. Additionally, one person received assistance to return to their home community. The program also provides various other forms of assistance, assisting individuals with job searches, access to mental health resources, and help in applying for identification or benefits.

Wendy Evans, director of Human Services, has expressed optimism about the initiative, indicating that the majority of unhoused or precariously housed individuals have been offered some form of assistance. The primary objective of the HOPE Team is not only to address immediate needs but also to build trust and offer consistent support to those facing challenges like mental illness, chronic health issues, or substance use.

The program is designed to run until October 2025, at which time the City will evaluate its effectiveness and decide on future actions based on the outcomes. Community involvement plays a crucial role in the success of this initiative. Residents who encounter unhoused individuals are encouraged to report their locations to the City’s Human Services at 757-220-6161, allowing the HOPE Team to respond more effectively.

The launch of the HOPE Team Pilot Program responds to a clear need for expanded outreach efforts in Williamsburg, where the number of unhoused individuals has been rising. Local authorities recognize that without strategic support, many of these individuals fall through the cracks of traditional social service systems, leading to greater health and safety risks for both the individuals affected and the community at large.

By bringing together resources from multiple sectors, the program aims to create a holistic support system tailored to the unique needs of unhoused individuals. This cooperative approach underlines a commitment to addressing homelessness not just as a crisis management issue but as a complex social challenge requiring comprehensive solutions.

As the HOPE Team continues its outreach, the city remains hopeful that the initiative will lead to sustainable improvements in the lives of those experiencing homelessness. The overall goal is to help these individuals achieve stability and reintegrate into their communities, ultimately contributing to the enhancement of the social fabric in Williamsburg.
