As the last surviving child of Tomlinson and Martha Means, she had twelve siblings and roots deeply embedded in Calhoun County, Arkansas. Bragg graduated from Hampton High School and pursued further education at Henderson State Teachers College in Arkansas before relocating to Washington D.C. after World War II to join her sisters.
Education and Career in Civil Service
After completing her education at the University of Maryland, College Park, Bragg embarked on a career as a civil service employee, serving nearly all branches of the armed forces. She dedicated five years to the Navy’s Military Seas Transportation Service and held a temporary assignment with the Army Corps of Engineers. Her most significant tenure was with the office of the Air Force Surgeon General, where she served for thirty years, ultimately becoming the Director of Congressional and Public Affairs.
Throughout her government career, Bragg advocated for crucial salary and health benefits for military doctors, dentists, and their dependents. She championed the establishment of military physician assistant and midwifery programs. Her work earned her multiple accolades, including the Association of Military Surgeon Medal, which is considered the highest civilian award in military medicine. She was also recognized for her advocacy regarding health policy support for military survivors of Operation Ranch Hand during the Vietnam War.
